Governments face a range of challenges as they transform their role in infrastructure from financier, owner, and operator of services to facilitator and regulator of privately provided services. Many look for guidance to PPIAF, which provides support in designing and establishing legal, regulatory, and institutional frameworks and in exploring options for designing public-private partnerships.

PPIAF also plays a leading role in developing knowledge on infrastructure regulation, through efforts aimed at sharing best practices and helping governments learn about regulation. These include a Web portal, the Body of Knowledge on Utility Regulation, and support to all the major regional regulatory forums in Africa, Latin America, Central Asia, East Asia, and South Asia.

These activities supporting policy, regulatory, and institutional reforms account for 31 percent of all activities on average.
