New PPIAF Web site

Urban Bus Toolkit Goes on the Road
Two PPIAF grants are helping to build on one of PPIAF's most successful global products, the Urban Bus Toolkit. PPIAF is funding  workshops on public transport reform in five cities around the globe. Read more

Development Marketplace Finalists Announced
Fifty-four finalists were announced to compete in the Development Marketplace grant competition. The 54 finalists will present their ideas to a panel of jurors during Lighting Africa 2008, the first global business conference for off-grid lighting in Africa, to be held in Accra, Ghana, on May 6-8, 2008. The panel will select 10 to 20 winners, who will receive up to $200,000 in seed funding to develop and implement their ideas. PPIAF is a sponsor of the competition.

India Leads Developing Nations in Private Sector Investment
India has had the most success attracting more private investment in infrastructure in 2006 than any other developing country. Long-standing policies in most other South Asian countries are beginning to bear fruit as well. Read more »

Governments in the developing world are showing increasing enthusiasm for public-private partnership units. A new report is one of the first comprehensive studies of PPP units in developing countries. The report analyzes what makes PPP units successful, with case studies of units that work. Read more »

As Latin America's urban population has grown, its solid waste production has increased at an even faster pace. Ensuring that the waste is collected and disposed of properly will require strengthening the strategic role of municipalities. Read more »

India Officials Study Sustainable River Basin Development
A PPIAF-funded study provides recommendations for sustainable river basin development for hydropower in India. The study outlines strategies to mitigate risks such as floods and silt buildup through environmental modeling. It also includes ways to encourage better coordination between different states, basins and developers. Read more »

Donor Debt and Equity Financing for Infrastructure: User Guide for Africa
This new guide provides support to project sponsors who finance infrastructure projects in Africa. It has detailed information on the types of financial products, who can provide them, and the terms and conditions on which they are likely to be provided. Read more »

Zambia Seeks Improvements to Railway Infrastructure

PPIAF is providing assistance to review the ongoing Zambia Railways Limited (ZRL) concession. The review will help the government improve the overall performance of the railway concession as well as ensure its short and long-term financial and operational viability.

Indonesia Studies Infrastructure Guarantee Fund
A PPIAF grant will be used to help Indonesian officials set up an infrastructure guarantee fund. This follows an earlier PPIAF-supported study which recommended the government set up such a fund as part of a larger risk-management strategy to facilitate public-private partnerships in infrastructure.

Guinea Looks to Strengthen its Telecommunications Sector
The government of Guinea sought PPIAF support for the creation of an independent regulatory authority for its liberalized telecommunications network. The government plans to use the grant to set up a pro-competitive interconnection framework that would enable the rapid growth of the sector to meet pent-up demand.

Egypt Builds Capacity of PPP Unit
The government of Egypt is looking to strengthen its public-private partnership (PPP) unit so that it can better support and implement the government's PPP strategy. The grant will help them build the capacity of the unit quickly as the government moves to finalize a PPP law and further its ambitious PPP program in the water, transportation and gas distribution sectors.

Liberia Looks to License Private Telecom Operators
A new study funded by PPIAF will help the Liberian government reform its telecom regulation and create an enabling environment for private participation in the sector. Following up on the passage of a new telecommunications law, the PPIAF assistance will help build consensus on licensing fees and support the final issuance of telecom licenses.

Sub-National Technical Assistance Program

China Experiments With Municipal Finance
The Chinese government has selected the city of Ningbo to do a pilot to explore sub-national financing. PPIAF's new sub-national technical assistance facility will help Ningbo explore municipal finance options for improving their infrastructure, including roads and water drainage.

Uganda Water Utility Seeks Bond Market Financing
Uganda's water utility is known as one of the most successful in Africa. PPIAF assistance will help facilitate a bond issue for the company on the Uganda Securities Exchange, which will help it make sure that critical service improvements are made in a timely fashion.

Philippines Looks to Improve Small Water Utilities
Eleven water utilities in the Philippines are the primary beneficiaries of a new PPIAF-SNTA project to improve funding opportunities. The grant will support an assessment to examine the financing needs of six municipal utilities and five community-managed utilities operating within specific villages. Two financial institutions will also receive technical assistance in improving their ability to respond to the utilities.

South African Cities Seek Credit Ratings in Africa
A new PPIAF-SNTA activity will help South African municipalities enhance their creditworthiness and obtain credit ratings. The grant will facilitate a regional workshop to create a sub-national finance user manual, as well a country review of the framework for sub-national finance in South Africa. Credit assessments and advice on borrowing transactions will be provided for several cities.
