Staff Profiles

Joel Kolker, Regional Program Leader for East and Southern Africa
Joel joined PPIAF in August 2007. He has more than 20 years of experience in a variety of infrastructure development positions with the U.S. Agency for International Development in Sub-Saharan Africa and Southeast Asia. Before joining USAID, Joel was a consultant on World Bank housing and infrastructure programs in the Philippines. He holds master’s degrees in urban planning and public administration from the University of Pennsylvania.

Serah Njoroge, Program Officer and Deputy Team Leader
Serah, a Kenyan national who joined PPIAF in 2000, provides regional coordination for PPIAF’s Africa office in Nairobi. Before joining PPIAF, she worked as a quality control officer with the main power utility in Kenya. Serah earned her Master of Business Administration in marketing from United States International University in Nairobi and a Bachelor of Science in agriculture and home economics.

Njeri Gicheru, Program Assistant
Njeri joined PPIAF in 2004. She handles all administrative matters of the office as well as provides assistance to the regional program leader and the program officer in managing the East and southern Africa portfolio. Prior to joining PPIAF in 2004, she had worked with the Water and Sanitation Program in Africa for 14 years and was part of the global communications team. She has extensive experience in event organization and management and has traveled widely in Africa.
