Staff Profiles

Jyoti Shukla, Program Manager
Jyoti, an Indian national, joined PPIAF in January 2004. Before joining PPIAF, she served as senior economist and sector leader in the Latin America and the Caribbean Region of the World Bank. Before joining the World Bank, she held a faculty position at the Woodrow Wilson School of Public and International Affairs at Princeton University. She holds graduate degrees from the Delhi School of Economics in India and the Woodrow Wilson School of Public and International Affairs at Princeton University.

James Leigland, Team Leader, Sub-National Technical Assistance Program
James joined PPIAF in 2005 as the regional program leader for East and southern Africa in Nairobi. In August 2007 he started as the team leader for the Sub-National Technical Assistance Program. Before joining PPIAF, Jim served as a senior municipal infrastructure advisor and the acting chief executive officer of South Africa’s Municipal Infrastructure Investment Unit. He also served as senior urban policy advisor for Southeast Asia at the U.S. Agency for International Development. He is a former faculty member at the University of Kentucky’s Martin School of Public Administration and Columbia College in New York. Jim holds a PhD in political science from Columbia University.

Clemencia Torres de Mästle, Global Knowledge Management and Regional Team Leader, Latin America and the Caribbean
Clemencia, a Colombian national, joined PPIAF in January 2007. Previously she worked at the World Bank for 10 years, focusing on public enterprises, private sector participation, and regulation of utilities. Before that she earned a master’s and PhD in economics at Boston University. She earned her undergraduate degree at Universidad de los Andes in Colombia.

Tracey Osborne Miller, Communications Specialist
Tracey joined PPIAF in January 2007. She had worked at the World Bank for nearly 10 years, focusing on development communications, knowledge management, and internal communications on sustainable development issues. Before that she worked in marketing and communications in the environment sector. Tracey received her master’s in international public policy from the Johns Hopkins School of Advanced International Studies.

Amit Burman, Portfolio Analyst
Amit joined PPIAF in 2005. Before that he worked at the International Finance Corporation and in the World Bank’s Latin America and the Caribbean Region, focusing on private sector development. He received his undergraduate degree at Oxford University and his master’s in international affairs from Columbia University’s School of International and Public Affairs.

Katia Nemes, Program Assistant
Katia, a French national who joined PPIAF in August 2004, assists the PPIAF program manager with overall program operations. Before joining PPIAF, Katia worked in different parts of the World Bank and the World Bank Institute. She has extensive experience in organizing conferences and seminars. She holds a degree in office administration and languages as well as a certificate in events management from George Washington University.

Patricia Roldan, Resource Management Assistant
Patricia rejoined PPIAF in 2006 as the resource management assistant. She was previously the team’s program assistant (2000–04) before moving to the International Finance Corporation’s Investment Climate Department (2004–06). Patricia holds degrees in business management and psychology.

Amsale Bumbaugh, Information Specialist
Amsale, an Ethiopian national, joined PPIAF in 2002, having previously worked for the World Bank on knowledge management and information systems. She manages PPIAF’s Web site and information systems for tracking activities. Amsale received her undergraduate degree from Liberty University in Pennsylvania and her Master of Business Administration from Florida Metropolitan University.
