Staff Profiles
Adriana de Aguinaga, Program Manager
Adriana, a Mexican national, joined PPIAf in January 2010. She was a principal investment officer at IFC in the Utilities Division. She was one of the key architects of the IFC Infrastructure Crisis Facility, created to help developing countries deal with the impacts of the global financial crisis. Adriana has extensive global experience in structuring infrastructure projects (17 years), including PPPs, both at the IADB and IFC, as well as practicing and teaching law in Mexico.
James Leigland, Team Leader, Sub-National Technical Assistance Program
James joined PPIAF in 2005 as the regional program leader for East and southern Africa in Nairobi. In August 2007 he started as the team leader for the Sub-National Technical Assistance Program. Before joining PPIAF, Jim served as a senior municipal infrastructure advisor and the acting chief executive officer of South Africa’s Municipal Infrastructure Investment Unit. He also served as senior urban policy advisor for Southeast Asia at the U.S. Agency for International Development. He is a former faculty member at the University of Kentucky’s Martin School of Public Administration and Columbia College in New York. Jim holds a PhD in political science from Columbia University.
Clemencia Torres de Mästle, Global Knowledge Management
Clemencia, a Colombian national, joined PPIAF in January 2007. Previously she worked at the World Bank for 10 years, focusing on public enterprises, private sector participation, and regulation of utilities. Before that she earned a master’s and PhD in economics at Boston University. She earned her undergraduate degree at Universidad de los Andes in Colombia.
Joshua Gallo, Regional Program Leader, Latin America and the Caribbean
Joshua, an Italian national, joined PPIAF in 2008 as regional program leader for Latin America and the Caribbean. Previously he worked at the World Bank for eight years focusing on regulation of public utilities, output-based aid approaches, and private sector participation in infrastructure. Before that he earned a MA degree in international economics from the Johns Hopkins School of Advanced International Studies (SAIS). He earned his undergraduate degree in International Affairs at the University of Bologna, Italy.
Janique Racine, Communications Specialist
Janique, a Swiss national, joined PPIAF in July 2008. She had worked at the World Bank for 8 years, focusing first on internal communications, then media relations and the Web. Before joining PPIAF, she was working for the External Affairs team in the Africa department. Janique has a Licence ès Lettres from the Université de Neuchâtel in Switzerland, with a focus on journalism and sociolinguistics, and a master’s in French sociolinguistics from the University of Maryland.
Katia Nemes, Senior Program Assistant
Katia, a French national who joined PPIAF in August 2004, assists the PPIAF program manager with overall program operations. Before joining PPIAF, Katia worked in different parts of the World Bank and the World Bank Institute. She has extensive experience in organizing conferences and seminars. She holds a degree in office administration and languages as well as a certificate in events management from George Washington University.
Patricia Roldan, Resource Management Assistant
Patricia rejoined PPIAF in 2006 as the resource management assistant. She was previously the team’s program assistant (2000–04) before moving to the International Finance Corporation’s Investment Climate Department (2004–06). Patricia holds degrees in business management and psychology.
Amsale Bumbaugh, Information Specialist
Amsale, an Ethiopian national, joined PPIAF in 2002, she manages PPIAF’s Web site and information systems for tracking activities. Amsale received her undergraduate degree from Liberty University in Virginia and her Master of Business Administration from Florida Metropolitan University.
Andrew Jones, Portfolio Analyst
Andrew, a U.K. national, joined PPIAF in 2009. Prior to joining PPIAF, he worked in the Middle East Program at the Center for Strategic and International Studies (CSIS). He hold a master's degree in Global Governance and Diplomacy from Oxford University, and a bachelor's degree from the University of St. Andrews in International Relations.
Herb Ladley, Junior Professional Associate
Herb Ladley, a U.S. national, joined PPIAF in 2008. Prior to joining PPIAF, Herb worked as editor of the student newspaper at the University of Virginia and as a writer at European Voice, covering European Union affairs in Brussels. He holds a bachelor's degree in Linguistics from the University of Virginia.
Maria Butler, Program Assistant
Mia, a Peruvian national, joined PPIAF in July 2007. She provides administrative support to the Senior Program Assistant and the Program Leaders in Washington; and serves as a backup for the assistants in country offices. She also updates PPIAF’s project database. She previously worked in different units of the World Bank and IFC. Maria holds a degree in Special Machines Operator from IBM & Goodwill International Industries, and Bilingual Secretariat degree from Andres Bello Institute in Lima, Peru.
