PPIAF sponsors toolkits to facilitate the transmission of knowledge and best practices interactively. The toolkits are designed so that they can be self-taught by the end-user or used and demonstrated at workshops and training courses. The toolkits below are available online and can be downloaded onto CD-ROMs.

The Public Private Infrastructure Advisory Facility (PPIAF), the World Bank and AusAID provided funding to the Department of Economic Affairs, Ministry of Finance, government of India (DEA) to prepare a Toolkit for improving PPP decision-Making Processes. The Toolkit has been prepared as a part of a PPP capacity building programme for the DEA to further its support for scaling up PPPs. This toolkit provides tools, methodologies and processes to assist the governments/agencies to strengthen decision-making at all key stages of the PPP project cycle. The toolkit covers highways, water and sanitation, ports, solid waste management and urban transport sectors and also includes financial viability indicator model, PPP family Indicator, PPP suitability Filter, mode validation tool, case studies and more. Freight Transport for Development: A policy Toolkit (2011)

The Freight Transport toolkit is a user-friendly website that provides information and examples on how to improve the efficiency and lower the cost of freight transport for trade and development.  The toolkit provides an overview of key issues and developments in the field of freight transport, freight transport policy, with examples of policy measures.  All information and tools provided are supported by evidence from real life cases. Including 28 case studies and many case examples where appropriate, the toolkit also provides relevant transport mode-specific information for rural transport, urban transport, road, rail, ports and air transport. The content is presented in a modular approach that quickly orientates users to key information that will help them make better informed decisions.

 


Railway Reform: Toolkit for Improving Rail Sector Performance (2011)

Provides an easy-to-use resource on the rail industry—what it is and what it does best—and provides an experience-based set of best practices to aid in the planning and execution of railway reforms. Professionals and practitioners who could benefit from this toolkit include government policy makers, legislators, regulators, railway management personnel, international financial institutions, and other stakeholders-including railway customers and employees—who seek improvements in railway financial and operational performance. The toolkit is now available in French and Russian

 


 

Toolkit for Public-Private Partnerships in Roads and Highways (Updated in 2009)   Click here for Russian version

Assists transport sector policy makers in low- and middle-income countries in implementing procedures to promote private sector participation and financing in the development of their road and highway sector.

 


Cross-Border Infrastructure Toolkit (2007)   
Assists policy makers in developing cross-border infrastructure projects between two or more countries to strengthen physical and market connectivity. The toolkit provides material on four focus areas: policy and planning, finance, private sector partnerships, and regulation and accountability.

Port Reform Toolkit: Effective Support for Policymakers and Practitioners (2007 - 2nd edition) 
Provides policy makers and practitioners with effective decision making support in undertaking sustainable and well-considered reforms of public institutions that provide, direct, and regulate port services in developing countries. 

 


Toolkit on Market-Based Approaches in Private Sector Provision of Bus Services (2007)
Helps government officials and policy makers evaluate existing and alternative urban bus systems in developing and transitional countries. The interactive toolkit offers practical advice on the options available to enact fundamental system reforms.

Approaches to Private Participation in Water Services: A Toolkit (2006)
Helps governments—municipal, provincial, and central—design arrangements involving the private sector that lead to better water services and greater access. The toolkit lays out the options available so that governments can make choices that, given their circumstances, do most to improve water services.

 
 

 


Labor Issues in Infrastructure Reform (2004)
Provides practical tools and information to help policy makers and practitioners design, implement, and monitor labor programs in PPI reforms. The toolkit draws on available information, practical experiences, and global best practices, to provide a broad range of case studies to suit country and enterprise circumstances.

 


A Guide for Hiring and Managing Advisors for Private Participation in Infrastructure (2001)
Describes the key issues for ministers and senior policy makers considering whether to hire advisors for PPI projects. The toolkit provides advice on: when and how to select advisors; managing the advisors; following up on the recommendations of advisors; and managing the final PPI contract.

 


 

Financial Modeling of Regulatory Policy: Introduction to Theory and Practice
Provides an interactive CD-ROM including a video course on regulation theory, simulations of regulatory policies and a complete downloadable regulatory model, offered in two versions: one dedicated to the water and energy sectors and the other dedicated to the transport sector.
