Adriana, a Mexican national, joined PPIAF in January 2010. Previously, she spent 12 years at the Inter-American Development Bank and the International Finance Corporation (IFC) structuring corporate and limited recourse financings and equity investments for private sector projects and public-private partnerships in infrastructure in several developing countries around the world.
Adriana was also a key architect of the Infrastructure Crisis Facility, a new IFC debt fund created to provide long-term financing in response to crisis-related needs of infrastructure projects. She also practiced and taught law in Mexico for eight years. Adriana holds a Law Degree from the Iberoamerican University in Mexico, a Master of Business Law degree from the Université Paris II Panthéon-Sorbonne in Paris, France, and a Master of Business Administration degree from the HEC School of Management in France.

Hope, a Filipino national, joined PPIAF in July 2006. She oversees PPIAF’s East Asia and the Pacific activity portfolio. Hope also oversees PPIAF's efforts to track, monitor, and evaluate the results of activities PPIAF has supported since inception. Prior to joining PPIAF, she worked for the Infrastructure Unit at the World Bank's Manila office and the government think tank Philippine Institute for Development Studies. Hope holds a Master’s in Development Economics, and a Bachelor of Science degree in Agricultural Economics from the University of the Philippines.

Edouard, a French national, joined PPIAF in November 2010. Edouard oversees PPIAF's activities in South Asia, and supports PPIAF's East Asia activity portfolio. Previously, he worked at the World Bank for three years on private sector participation in infrastructure in Africa and the Middle East. Before joining the World Bank, he worked for three years for the OECD in Paris and at Yale University focusing on public-private partnerships and regulatory reform in the water sector. Edouard holds a PhD in Economics and a Master’s degree in Finance from the Institut d’Etudes Politiques de Paris (SciencesPo) as well as a Master’s degree in International Management and Bachelor’s degree in Finance from the University of Paris-Dauphine.

In addition, he provides portfolio management support to PPIAF's budget officer. Previously, Andy worked in the Middle East Program at the Center for Strategic and International Studies. Andy holds a Master of Science degree in Global Governance from the Department of International Development at the University of Oxford, and a Bachelor of Arts degree in International Relations from the University of St. Andrews.

Theo oversees PPIAF's monitoring and evaluation process, which tracks, monitors, and evaluates the results of activities PPIAF has supported since inception. She also leads PPIAF's communications efforts and supports its Middle East and North Africa activity portfolio, in particular in Morocco and Tunisia. Previously, Theo was an associate at a small private equity firm. She has also interned at various organizations including the U.S. House Judiciary Committee in Washington, DC, Booz Allen Hamilton in Paris, and the floor of the New York Stock Exchange. Theo holds a Bachelor of Arts degree in economics from the University of Chicago.

Clemencia, a Colombian national, joined PPIAF in December 2006. Clemencia oversees PPIAF's West and Central Africa and Global Knowledge activity portfolios. Previously, she worked at the World Bank for 10 years in the Middle East & North Africa and Latin America & the Caribbean Regions and in the Research Department. She also worked on privatization and regulatory issues on Argentina, Chile, Egypt, and India. She specializes in infrastructure economics, private sector participation, state-owned enterprises, and utility regulation. Clemencia holds an undergraduate degree in Economics from the Universidad de los Andes in Colombia, a Master’s degree and PhD in Economics from Boston University.

Matt holds a Master of Arts in Transport Economics from the Institute for Transport Studies at the University of Leeds, and a Bachelor of Arts degree in Economics, also from the University of Leeds.

Paul, an Australian national, joined PPIAF in October 2005. He has extensive experience in senior infrastructure and project finance advisory roles in Asia and the Pacific. He advised sponsors on the development, implementation, and financing of major infrastructure transactions spanning a wide variety of sectors, including transport, energy, water, and social infrastructure. He also spent several years with the Australian state government treasury department as director of infrastructure. Paul holds a Master of Business Management degree from Queensland University of Technology.
