Introduction Railways are labor intensive. The railway business is complex and requires a wide range of technical skills and crafts—welding, machinery repair, civil engineering, drivers, electrical and mechanical engineering, and medical personnel, to name a few. Plus, most railways operate 24 hours per day/ 365 days per year. Railways must pay enough to attract high-quality skilled staff and railways must develop safety programs and ensure that all employees are scheduled, properly trained, vetted, and observing safety protocols at all times.
