CAMBODIA: Assessment to Incentivize Private Investment in Electrified Mobility

In Cambodia, transitioning to electric mobility has emerged as a key priority in decarbonizing the transport sector and achieving the country’s climate goals. Cambodia’s Long-Term Strategy for Carbon Neutrality outlines ambitious targets for electric vehicle adoption, but translating these targets into actionable policies has been a challenge. To address this, a data-driven, quantitative analysis was undertaken to provide country-specific policy recommendations for advancing the electric mobility transition.

This analytical work represents the first comprehensive effort to assess the greenhouse gas emission reduction potential of Cambodia’s electric mobility transition under the Nationally Determined Contribution. The study bridges a critical gap by translating the goals outlined in Cambodia’s Long-Term Strategy for Decarbonization into actionable steps. It also offers a reality check on the expected impact of electric mobility on emissions reduction, helping to ground policymaking in evidence.

Key outputs of the study include models, analysis, and policy recommendations that are now being used by Cambodia’s Multi-Ministerial Working Group to develop a National Policy Framework for Electric Mobility Transition. This framework will guide the country’s efforts to establish a robust electric vehicle ecosystem. The study also serves as a platform for dialogue between the government and private sector, enabling businesses to share perspectives on the barriers to scaled investment in electric vehicle manufacturing, charging infrastructure, and other ecosystem components.

The recommended implementation actions outlined in the report aim to create an enabling environment to boost electric vehicle supply and demand across various vehicle segments. Additionally, the report emphasizes the importance of preparing the energy sector to accommodate the increased demand for electric vehicle charging. By addressing these priorities, the study sets a clear path for Cambodia to advance its electric mobility transition and move closer to achieving its decarbonization goals.
