A Toolkit

Welcome to the interactive CD-ROM version of the "Labor Issues in Infrastructure Reform" Toolkit.

The primary objective of the Toolkit is to provide practical tools and information to help policymakers and practitioners design, implement, and monitor labor programs in infrastructure reforms.

The Toolkit consists of a print version and this interactive CD-ROM version. In both formats, the Toolkit consists of seven modules:

This CD-ROM contains the same content found in all seven modules of the print version of the Toolkit. In addition, it contains all the additional materials, references, interactive tools, and links to web sites cited throughout the print version.

The CD-ROM is intended as a working tool and a source of supporting materials to assist policymakers and practitioners handle labor issues in infrastructure reforms.

Acknowledgments

The Toolkit was funded by the Public-Private Infrastructure Advisory Facility (PPIAF), a multidonor technical assistance facility aimed at helping eliminate poverty and achieve sustainable development through private involvement in infrastructure. Funding was also provided by the World Bank and the Netherlands Consultant Trust Fund.

The Toolkit was managed and led by Sunita Kikeri of the World Bank's Investment Climate Department. Olaf Smulders, consultant funded by the Netherlands Consultant Trust Fund, provided research and analytical support. The Toolkit was prepared by the Adam Smith Institute (ASI) of the U.K. The team comprised Terry Green (team leader), Brendan Martin, and Roberto Battista, and was supervised by Roger Usher, ASI Director. Programming of the interactive version of the Tookit by Marcela Maneos.

The Toolkit benefited from the inputs of representatives from international development institutions, the labor movement, and colleagues in the World Bank Group.
